BP stems Gulf oil disaster
On 12 July BP placed a new cap over the ruptured oil pipe in the Gulf of Mexico, hoping to stem the catastrophic flow of toxic crude once and for all. Almost 13 weeks after America's worst environmental disaster began with a deadly explosion on the Deepwater Horizon rig, the end is finally in sight as engineers lower a device called the "Top Hat 10" from a surface ship. As of 2000 GMT, the giant valve system was 40ft away from the pipe with BP officials saying it should be latched on by the end of 12 July, allowing vital tests on the integrity of the well to begin. "The best-case scenario: the pressures rise to the point we anticipate they would," BP chief operating officer Doug Suttles told journalists. "We'd likely be able to keep the well shut in." If the pressure reading is too low, it would indicate a leak somewhere in the casing of the well, which extends 13,000ft below the sea floor. The valves would then have to be reopened and containment operations would have to resume as crude could be forced up to the surface outside the casing of the well, spawning a whole new kind of disaster. Mr Suttles said the integrity test could take anywhere between six and 48 hours, meaning the government and BP will likely decide whether the valves can stay shut, and the well is sealed, by 15 July at the latest. |

Oman: purified terephthalic acid plant
JBF Industries Ltd and state-owned Oman Oil Co. (OOC) have signed a memorandum of understanding, leading to the formation of a joint venture. The joint venture recently submitted the necessary documentation to receive approval for expenditure to build a purified terephthalic acid (PTA) plant in Sohar, Oman's most developed city after the capital city, Muscat. The plant will be located in the Sohar industrial area adjacent to OOC's Oman Aromatics. PTA is produced from the liquid-phase catalysis of paraxylene in acetic acid, with manganese or cobalt acetate serving as the catalyst. Oman Aromatics will supply a feedstock directly to the new PTA plant via pipeline. The joint venture plans to start building in the second quarter of 2011 and complete the project in 2013. Once complete, the USD 680 million plant is anticipated to produce about 1.2 million tonnes of PTA annually. |

Israel: hydrocracker project
Oil Refineries Ltd and the syndicate of local banks led by Bank Hapoalim, has signed an agreement for a loan of USD 600 million, as part of a financing program of USD 900 million, to continue the implementation of the company's strategic plan and its additional credit needs until the end of 2012. The hydrocracker which will be set up at the Haifa refinery, with an expected investment of USD 500 million, whose primary products are diesel fuel and kerosene (jet fuel), is expected to be operational in early 2012. The hydrocracker unit will allow, once operated, production of more distillates with higher added value per barrel, and will increase the flexibility of the refinery in its selection of raw materials and product mix, to suit changing market conditions. Repayment of the principle of the loans will commence only 12 months after the hydrocracker begins its operations, which is sufficient time after the Company is expected to begin enjoying the added value provided by the unit. |
